The US-based organization AIDS Healthcare Foundation, which was founded in 1987 in response to the HIV/AIDS pandemic, is responsible for creating the day, which is commemorated globally.
The organization gives away free condoms in honor of the festival.

To promote safe sex, it is scheduled for February 13, which is just before Valentine's Day.
