SENATE CROSS-EXAMINES WITNESSES IN IMPEACHMENT PROBE OF DG DR ROBERT MONDA

Dennis Mokaya Misati the primary complainant for the case appeared before the senate to be cross-examined. Dennis could not hold back his emotions as he recalled how the Kshs 800,000 bribe given to Dr Monda affected his life. He said that the money was his life savings and that he had to sell a business that he had built for 13 years to raise the money. According to him the actions of the Deputy Governor have affected his family life as he had to move from his home as his relationship with his parent deteriorated, as they chose to appear as witnesses for Dr Monda.
The mover of the impeachment motion at the county assembly and Ichuni ward MCA Wycliffe Siocha was second to appear before the Senate. Siocha said that he was prompted to table an impeachment motion after he received a letter from Dennis Misati. He further said that his investigations show that there was canvassing between Misati’s family, Dr Monda, and GWASCO managing director. He also confirmed that there was an exchange of money between Misati’s family, Dr Monda and Lucy Wahita.
In her part, GWASCO Managing Director Lucy Wahita confirmed that he was summoned to the Deputy Governor’s office and met with Dr Monda who declared his interest in placing a preferred candidate for the commercial manager vacancy. The preferred candidate is Dennis Misati. She also confirmed that she had received Kshs 100,000 from Dr Monda and she had returned the money.
Hon Karen Magara a nominated MCA at the Kisii County assembly also appeared to give her statement as she seconded the motion to impeach the Deputy Governor. According to her public participation took place in various wards in Kisii County and the videos presented before the senate were authentic.
In his statement, Dr Monda’s brother Reuben Monda said that his brother is accustomed to doing him wrong. Mr. Reuben said that he sees county enforcement officers at his brother’s home doing odd chores. He also confirmed that the deputy governor sent 20 county enforcement officers and police officers from the Keumbu police station to arrest him.
On the second day of plenary sessions, the senate cross-examined David Hagai who is acting director for enforcement in Kisii County. Hagai says that he complained about 4 enforcement officers deployed at DGs home. He failed to reveal the names of the enforcement officers deployed to arrest Reuben Monda. He also failed to provide important letters and reports before the house.
Joseph Misati father of the key witness also appeared before the as a witness for the defence. Misati said that Dr. Monda was his colleague for a long time and a friend for 32 years. Misati said that his son Dennis was never in direct contact with the Deputy Governor. Joseph Misati acknowledged that money was exchanged between him and Dr Monda but the monies were not intended as bribe but were a repayment of a loan given to him by Dr Monda in 2022.
In the afternoon plenary session, the Deputy Governor was allowed to defend himself. He reiterated what his his lawyers had said in earlier sessions claiming that the money he received was not a bribe but repayment of a friendly loan he had given to Mr Misati back in 2022. According to him, the money sent to the managing director of GWASCO was sent erroneously and he was not attempting to bribe her.
